Study by DHBW and HEIDELBERG Confirms Paper Packaging’s Rising Role in Europe’s Sustainable Future

Flexible paper-based packaging is set to play a dominant role in Europe by 2030, according to a joint study by Baden-Württemberg Cooperative State University (DHBW) Heilbronn and Heidelberger Druckmaschinen AG.  The report, The Future of Packaging 2030, shows that while paper packaging enjoys strong consumer support, high recycling rates, and a positive sustainability image, key challenges such as cost competitiveness and barrier coating performance must be addressed for it to replace plastic across all applications. The trend toward “paperization” to substitute plastic with paper is described as a systemic shift driven by new EU regulations, growing environmental awareness, and advances in technology.

The newly approved EU Packaging and Packaging Waste Regulation (PPWR) is acting as a catalyst by setting ambitious sustainability targets for 2030, including bans on specific single-use formats, mandatory recycled content, and harmonized recycling labels. While these changes create opportunities for paper and cardboard packaging, they also highlight the need for transparent standards and economic incentives to ensure viable market adoption. For sectors requiring high-performance barriers, such as food, beverages, and cosmetics, current paper-based solutions often rely on hybrid materials or functional coatings, which can limit recyclability.

HEIDELBERG is addressing these hurdles through its partnership with specialty chemicals manufacturer Solenis, developing cost-effective barrier coatings that can be applied inline during production using the HEIDELBERG Boardmaster web flexo press. This integration aims to deliver precise, scalable, and sustainable coated paper packaging. Alongside the study, HEIDELBERG has published a free white paper detailing the role of fiber-based packaging in the global mix, covering recycling rates, carbon impact, and regulatory drivers.
