Global Postal Leaders Gather in Dubai to Shape Future of Universal Services

The Universal Postal Union (UPU) opened its 28th Universal Postal Congress today in Dubai, United Arab Emirates, bringing together decision makers from 192 member countries to chart the future of international postal services. The two-week gathering will determine the UPU’s 2026–2029 strategy, focusing on modernization, inclusivity, and strengthening the global postal network in a rapidly evolving digital and e-commerce environment. The Congress, held under the patronage of His Highness Sheikh Mohammed bin Rashid Al Maktoum, reflects the UAE’s commitment to driving forward international cooperation in essential service sectors.

In his opening remarks, UPU Director General Masahiko Metoki emphasized the importance of unity and collaboration, noting that the Congress represents a critical moment to reinforce solidarity across regions, levels of development, and business models. “This Congress is our opportunity to ensure every link in our network is strong,” Metoki stated. He underscored that the UPU’s unique strength lies in its universality and its 150-year legacy of building solutions through collective action for the benefit of all.

Proceedings begin with the UPU Global Leaders Summit, which gathers ministers, regulators, and CEOs to assess the sector’s digital-era challenges and opportunities. Throughout the Congress, delegates will review proposals to modernize postal products, adapt remuneration and quality of service frameworks to the demands of e-commerce, and bolster resilience against disruptions. A special session on 10 September will address network challenges following new U.S. regulatory changes. Running until 19 September, the Congress is chaired by 7X Group CEO Tariq Al Wahedi, with Honorary Chair H.E. Badr Al-Olama emphasizing the UAE’s commitment to building consensus, fostering partnerships, and ensuring that decisions made in Dubai resonate across regions and generations.
