Stora Enso Opens Billion-Euro Oulu Consumer Board Line to Drive Renewable Packaging Growth

Stora Enso officially inaugurated its state-of-the-art consumer board production line in Oulu, Finland, with the ceremony attended by Finland’s Prime Minister Petteri Orpo and company leadership. The investment is a cornerstone of Stora Enso’s strategy to replace fossil-based packaging with wood-fiber-based alternatives, enabling lighter, more durable boards while reducing CO₂ emissions at the mill by 90%. Products include folding boxboard, kraftliners, paper bag materials, and pulp, all suitable for direct food contact and primarily intended for export.

The Oulu mill exemplifies how industrial-scale packaging production can align with climate goals. With its deep-sea port location, efficient logistics, and use of bioenergy sourced from sawmill residues, the site is nearly carbon-neutral and directly employs over 900 people while supporting many more across the regional supply chain. By 2027, the new board line is expected to reach full annual capacity of 750,000 tonnes, generating around €800 million in sales, reinforcing Finland’s competitiveness and global leadership in sustainable packaging.
