Universal Postal Congress Sets Future Roadmap in Dubai this September

The 28th Universal Postal Congress in Dubai signals a critical pivot point for the global postal industry. With cross-border mail volumes declining by nearly 67% since 2019—despite e-commerce growth—UPU member countries are being called to action with a new strategy for 2026–2029. The goal? Reinvent the postal sector through digital transformation, streamlined regulation, and customer-centric innovation. The strategy, developed through unprecedented global consultation, calls for postal operators to evolve from rigid service providers to agile, tech-enabled facilitators of international trade and communication. 

By establishing a results-based framework and embracing regionalization, the UPU aims to reposition postal networks as essential infrastructure in a digital-first economy. The focus on data-driven decision-making, end-to-end accountability, and seamless interoperability echoes similar transformations already underway in production printing and packaging. For postal organizations, success will depend on their ability to pivot fast, partner wide, and execute locally—just as print providers are doing in adjacent industries.
